I've got this message (in translation from Russian): "the web page http://65.181.113.249/ can't be accessed, perhaps it temporally inaccessible or
moved to another URL".

I tried even TOR - the result the same. 8-(

Maybe we see a new trend when URL is restricted for some copyright reason.

Ah! Tor browser has helped after all! I listened what I wanted to. I suspect it
can be connected with the fight with Telegram messenger that is going on in Russia. Trying to shut down Telegraph they block many (millions of) URLs Telegram could use and sometimes innocent sites become inaccessible.

If you have the Internet on your smart phone you can install a Telegram messenger program. It allows to communicate freely with other Telegram users using an encrypted protocol. The FSB (the Federal Security Service) demanded from the owner of Telegram to pass the decrypting keys to it so that the FSB could control the Telegram messages on the ground of fighting with terrorism. Telegram had refused and it was blocked. The messenger is popular in Russia, and it constantly invents ways to go around the blocking, frequently changing its IPs etc.

Interesting, thanks! It doesn't exist here, as far as I know. We have several other apps that will do that -- Whatsapp comes to mind. So far, no agencies have seriously attempted to control them.
